I think you are clinging to a couple of bug reports. We *always* have open 
bug reports when we make a release.
I'm pretty sure that PHP_4_0_7 is stabler than HEAD because of some of the 
changes in file-upload and some other key places, so I don't think the fact 
that the branch has 1-2 bugs which HEAD doesn't have means that it is less 
stable.
I think that if we can fix the 1-2 show stoppers that are still in the 
PHP_4_0_7 branch we should release ASAP. In my opinion the main issue is to 
get the $_POST[] change out to the public quickly. It is one of the only 
critical changes.
We can start the 4.2.0 branch ASAP but judging from the past it'll take *at 
least* 2 months to get it stable. I don't want to have to wait that long to 
get a $_POST[] version out there.

In any case, if people decide they want to go with HEAD we should branch 
right away and not the release linger.
