Yes, and the commit that changed the behaviour did have a @ line in it as
per the README.CVS-RULES file, which should have ended up in the NEWS
file. The automatic script that handles this must have been temporarily
broken and it never ended up there.  The commit was fine, it followed the
established rules, a number of developers agreed with the committer to
change this functionality.  There is no conspiracy here.  Nothing to see
here, return to your homes...

And please stop cross-posting to multiple PHP lists.
