These messages most likely do not come from people who have looked at the php.net list of lists at all, as the dev list is hidden way down while php-general is in a *much* more prominent place. My theory is that these messages come from people who have found the list address in archived messages while searching for php related topics using a search engine. We have the same effect on the php-lang list which isn't even advertised at all on php.net.
