please see - http://marc.theaimsgroup.com/?l=php-dev&w=2&r=3&s=msession&q=b

specifically:

from Thies -- http://marc.theaimsgroup.com/?l=php-dev&m=101292009112927&w=2

" the problem as i see it is that everything in the php4/ CVS
is worked on by several ppls. we invent a new API and
somebody goes and implements that in some modules (and mybe
    not in some other).
    ...
PECL on the other hand is a completely different story, and
if i was you i would "move places". "

from Jani -- http://marc.theaimsgroup.com/?l=php-dev&m=101338718110452&w=2

from me -- http://marc.theaimsgroup.com/?l=php-dev&m=101292185618777&w=2

the point being is that modules being maintained by the maintainer, and not
everyone in general, should go into PECL (not just yours, we should be
moving more slowly...) and those which are considered main main-stream, they
should go in ext/)
