If PEAR is depending on the line, some people telling us problem since php.ini setting is overriding hard coded setting somehow. (or PEAR developers are not using recent versions) I'm sure it was not overriding hard coded setting few weeks ago. We have to fix something (or some thing is fixed and the side effect change the behavior?)
