Neither are web centered, but are fairly commonly used in web applications via mod_python, mod_perl and of course cgi at least they are closer then DBMS and RDBMS systems to the subject matter. As far as a newbie language, many people start with things like Visual Basic, Perl and Java. The latter being increasingly popular in school environments.
