I am actually pondering about removing distrobutions from phpweb, and moving it to it's own cvs module, with slightly more heavier control over it. This is to be a bit more secure over releases, and also it is usually not needed during a checkout of phpweb. (if you're going to checkout phpweb, you're usually just working on the site, not actually keeping a local copy, rsync is fine for that).
