Thanks for the explanation Larry. From that, I then take back my point on 
the lynch mob. 

One more question though. Does the replacement of a representative really 
solve the issue of toxicity in the group's discussions and the FIG doing 
its best to avoid that kind of problem in the future?

I also like Paul's suggestion for the FIG to explain "what should be 
expected of him" (or anyone else for that matter) in terms of his behavior. 
He worded the request differently, but in the end, I believe that is what 
he wants. A guideline for proper discourse within the FIG group. 

I'd like to put forward a suggestion for the first rules. I am not a 
"regular" of the FIG group, and I can only guess on some of the 
responsibilities that need to be met, but, here is a start.

Please note, what I've written for judgements and punishments are only 
examples.

Again, I can also only guess that these rules cover the situations that led 
to this whole situation. They are only a suggestion.

So here goes.


   1. Vulgar language or inappropriate content is not allowed in FIG group 
   discussions. If a member's post contains a word or words that are vulgar or 
   inappropriate content, that post will be removed. This also means any other 
   important, possibly on-subject content will also be deleted and/ or should 
   be ignored by the other FIG members. 
   
   Member's who find vulgar language should report it to one of the 
   secretaries, since the secretaries cannot cannot always read all of them. 
   
   The secretaries are moderators and final judges for any inappropriate 
   content, should it be reported. 
   
   If this rule is violated more than 3 times as judged by the secretaries, 
   the member will be banned from discussions for a month. 
   
   2. Discussions must always stay on topic. Off-topic comments, even if 
   only part of a reply, will be noted by other members, when they consider a 
   post has off-topic content. The off-topic text will be quoted and a simple 
   note like "this is off-topic" will be written in the reply. The words 
   "off-topic" must be present. The member's reasons for denoting the content 
   as off-topic are not necessary and actually should be avoided. Member's 
   noting the off-topic content should also report it to the secretaries.
   
   Three Member's noting the off-topic content in a single conversation 
   from a single member will be counted as a violation of this rule. 
   
   Three encounters of off-topic violations within one month will cause a 
   ban from the group for one month. 
   
   3. Any one adding content to a discussion should his or her point as 
   quickly and concisely as possible. Counter arguments are welcomed, but keep 
   follow-up arguments down to a limited number of posts. In other words, if a 
   member cannot add more meaningful substance to his or her arguments, he or 
   she simply shouldn't reply. Use self-throttling. 
   
   The FIG won't be enforcing this rule. It is a suggestion for respect to 
   the mailing list and the other FIG members. The member's and community want 
   to read through all the posts and that takes time. Our aim is to make being 
   a part of the FIG community as fun and productive as possible.
   
   4. Although bans cannot be directly enforced in a mailing list, if a 
   member has been clearly banned, and he or she does not follow the ban, i.e. 
   he or she replies, despite being banned, then this violation of the ban 
   will mean a permanent removal from the group. Bans will be publicized on 
   the mailing list. Violations of the ban should be reported to the 
   secretaries. 
   
   5. Should a member be up for a third ban for any violation of these 
   rules, then that member will be removed as a member from the group 
   permanently.
   
   6. If a member feels unfairly treated or is unhappy with the progress of 
   a discussion or noted violations, he or she should discuss it privately 
   with one of the secretaries.
