I think you've got that wrong. I'll explain:

So if your response is a -1, you completely *dis*agree with the proposal and 
don't have anything to add.  (Pretty straightforward, really.)

Also, I *did* give additional feedback. I'll restate it in case you missed it 
earlier.

The FIG 3.0 proposal is perfectly fine for a *new* group with a *new* name, one 
that can then earn its own reputation by producing new work under the new 
rules. It should not be applied to *this* group.

Let me know if I can clarify that further for you.
