You have to make sure your environment variable ORACLE_HOME is set !!!
CHECK: echo $ORACLE_HOME
If it isn't modify the etc/profile or /etc/profile.local

Sometimes it doesn't pick it up correctly if you don't use the path
when referring to --with-oracle. Try
--with-oracle=/path/to/BASE/directory
