Hi Nicole First of all you need to tell us where and for which service these users are trying to log in, ie. are they logging in to receive mail, access secure website section etc? And what is the authentication method/dependencies? I think if you can answer these questions, we will know better to tell you where to look for the cause. For example, if the problem is with users loggin into the website, and the authentication you use is a sql table , then the problem could lie with either Apache being too busy, or with mysql being too busy, and the problem would probably be evident in the logs of either service.
You can also scrutinize your /var/log/messages file to see if there are any evidence of system lockups or other errors.
