Sometimes I find it difficult to read minds -- especially on a Friday. bugs.php.net gives the definitive status of any known bugs so you can see what bugs are outstanding in any given version of php. Actually it'll give you everything you wanted to know about bugs in php but was afraid to ask. Whereas changelog, history, release notes will summarise what bugs were fixed between versions.
