After much head banging I found the answer. I had set my browser to only allow cookies from the "originating site" to be set. (This prevent banner ads from setting cookies).
Of course the first time my frame was loaded the browser was seeing it as content "not from the originating site" and hence blocking the session cookie from being set ... argh.
