That's not quite the same. Windows didn't have to penetrate the market while Linux was around as a viable (better?) alternative. At the time, Windows was the best choice for a desktop OS for many people. Now that it has such a dominant market position, it no longer has to prove itself to remain on top. That job is left to Linux, Mac OS X, etc. In this case, the PHP application being advertised must penetrate an existing market, which means the competition is heavier. This is why the first responder was pointing out some of the that competition.
