I think this really depends on how we get the word out to employers about this service. I, for one, hope to use the new Atlanta PHP (http://www.atlphp.org) group as a resource not only to educate and network PHP developers, but as a way to bring knowledge of PHP to the business world in the southeastern US. I think that local user groups worldwide will need to take part in promoting such a thing to the local business owners.
