No, that's one of my servers. In all honesty, though, a dedicated server or VPS is so cheap nowadays that it's almost not worth going with a shared host anymore for any "real" programming. Because if you pay for your own server (this one is less than $60 per month) and administer it yourself (or hire someone --- <plug shame="off">like me!</plug>) you can do a lot more than a shared host, of course.
It could be possible, though, depending on your host's system configuration, to put a pre-compiled Festival binary in your home directory and calling it from there.
