Well, I don't know how you tested, but if fopen_wrappers are enabled in
php.ini, then this:
echo
file_get_contents('https://www.moneybookers.com/app/[email protected]&cust_id=123546&password=123');
displays this:
Illegal operation
Seems to work for me.
