in your php.ini, set allow_url_fopen = On

then do this:

$contents = 
file_get_contents('https://www.moneybookers.com/app/email_check.pl?email=t...@toto.com&cust_id=123546&password=123');

if ($contents !== FALSE)
  // $contents now have your data to work on
