What's wrong with this code that it would give this error?

City, Zip, Phone,
Fax, email, fee) VALUES ('".$UserID."', '".$Complex."', '".$Contact."',
'".$Address."',
'".$State."', '".$City."', '".$Zip."', '".$Phone."', '".$Fax."',
'".$email."', '".$fee."')";
I think I've been staring at it too long. I can't find it.
