We use qmail/ezmlm to run this list. High-traffic lists like this require software written specifically to solve this problem. You would not write such a mailing list system in PHP. It would make no sense. The parts you might write in PHP would be web interfaces to allow your user to subscribe, unsubscribe, browse archives, etc.
