This is clearly said in your PHP.ini file:
; Whether to enable the ability to force arguments to be passed by reference

; declaration. You're encouraged to try and turn this option Off and make

I'd rather have the abilty to pass A reference like "foo(&$a)" and have the
opportunity to choose at runtime if I want to use a reference here or not,
but it's how they say...
