[PHP-INSTALL] DOM support

I sorted out the problem. I read the php documentation:)!

To get DOM working there is a dll (iconv.dll) that needs to be copied to 
the windows system directory.

On a more interesting note: I received a lot of replies to my attempt at 
posting from a variety autoresponders that do not appear to be related to 
this list. Other people have complained about this also.
