I might keep them in a db and then just call the newest one. That way 
old ones are not overwritten. Now, if you have a lot of people who are 
able to update whenever they want, that might not work well. You could 
end up with a LOT of files in your db.

I would say that whoever is responsible for taking the minutes should 
upload it.
