IIS has been restarted off and on for various reasons, so it has not
been running for months and months (or even weeks). I have not noticed a
drop off in hangs after a restart, but I will check more closely.

I wish we had a problem with intensive transactions!

When's the last time you restarted IIS?  IIS tends to lock up a lot on
intensive transactions.
After you restart the service, does it still do it?  or does it take a
while?
