After doing some checking on the password, couldn't you just use:

$username = "bob";
$password = "abc123";
$password = crypt(trim($password), base64_encode(CRYPT_STD_DES));
$fp = fopen('.htpasswd', 'a');
fwrite($fp, "$username:$password\r\n");
fclose($fp)
?>
But, putting the pw file above root.
