The PHP interpreter is licensed under the "The PHP License, version
3.01"[0], which is open source. This doesn't extend to code written in
PHP, which may be licensed under any license the author chooses,
including proprietary licenses. That sounds like it's the case here.

Nor are we — this mailing list is for the development of the php.net
Web site itself, rather than general support queries — so for a more
detailed opinion, I'd suggest consulting a lawyer in your
jurisdiction.
