Hi Corey,
what kind of access do you want for your user?
Usually people register for 3 reason:
1, they don't know that registering doesn't give them anything by default.
2, they register because they want write a new rfc or contribute to an
existing one but they don't have a php.net <http://php.net> account
already(people with php.net <http://php.net> accounts can already log
into the wiki and edit any wiki page).
3, some people register explicitly for getting voting karma, which we
don't hand out to new wiki registrants but gained together with the
php.net <http://php.net> account after some contribution to the project.
