Right, because like I said, you didn't approve his pecl account
request which he needed. You approve his PHP VCS account request,
which he did not need.

By far the best way you can help with this is to reply to the actual
account requests to verify they are real or bogus.
Especially the ones that list you are a sponsor.

Sorry to have reverted your commit, but I was borderlining rejecting
the account you approved since this was out of character for you and
not inline what the message was so we were a littlebit worried over
your credentials being hacked (since I didn't hear anything from you
either).

I do think its best if you reply to those emails instead though. That
has always been, and still is, the best way for us to know if an
request it real or not.
