Okay.  However, IE 8 is still in widespread use; according to
<http://www.netmarketshare.com/browser-market-share.aspx?qprid=2&qpcustomd=0>
it is the most used browser (> 20%).  On the other hand, I assume it is
used only by few PHP developers nowadays.

I found that the changed footer is used for wiki.php.net (and maybe
other subdomains).  This site seems mostly usable with IE 8, but the
fixed links ("Old revisions" etc.) are not shown.  I'm not sure, though,
if that is related to jQuery 2 or if it is a CSS issue.

Anyway, updating the jQuery version (1.11.1 or 2.1.1) in the footer of
php.net
(<https://github.com/php/web-php/blob/master/include/footer.inc>) seems
to be sensible.
