To be fair if you searched for that error message on any search engine you will 
get many hits on how to resolve the issue.  The requirement for that DLL is not 
specific to PHP.

But in any case, I presume here would be the most useful place to add this 
info: http://php.net/manual/en/faq.installation.php, correct?
