Good point.

I submitted a doc patch to update those 
instructions(http://php.net/manual/en/faq.installation.php#faq.installation.addtopath)
    and remove the Windows 98 instructions (no PHP release for a long time has 
been runnable on Windows 98). Windows 98 instructions might still be useful for 
somebody somewhere but make the instructions seem old and unmaintained.
