That is correct.  In order to be able to edit pages in the "/rfc"
namespace, you need to have a) a wiki account [which you have!], b) write
karma for the "/rfc" namespace [which only wiki admins can give].  For the
latter, it's just a matter of mailing this list [which you have!] and
asking for the necessary write privileges [which, now, you have!].  Now,
it's just a matter of waiting on a wiki admin to make the change to your
account.

There are a wide variety of ways of contributing to the project (and
getting a php.net account) than just php-src, but yes that's the general
idea: to have contributed something material to the project be it via
php-src code, documentation, bug maintenance, PECL/PEAR packages....
