The second means "having read this page, it tells you that you must send an email to a specific email address so activate your account (otherwise this account is meaningless). Which email address does it tell you to email?" I believe it is very clear when you actually read the registration page, it just needs a clear mind for a second. It also clearly states that wiki account doesn't give you voting priveleges. It also clearly states that people with php.net vcs access can login without registering And all the gory details of anything related to registering. It just requires people to breath in, think for a second, and read the page.
