I am not entirely sure the correct venue/list to raise this concern, but a few days ago there was a PR merged to php.net promoting PHP Russia later this year.

The PHP foundation has publicly stated its support of Ukraine and denounced this senseless act of violence. https://thephp.foundation/blog/2022/03/31/the-php-foundation-update-march-2022/#php-foundation-stands-with-ukraine-%F0%9F%87%BA%F0%9F%87%A6 I do not think it appropriate for the PHP Foundation/php.net to promote any PHP activities in Russia. While I understand there may be some members of the PHP community writ large inside Russia who do not support this war, there is no need to promote any activity in Russia besides a cessation of hostilities. Promoting an event in Russia while PHP developers in Ukraine are being conscripted to fight against this invasion seems insensitive and tone-deaf. I am not looking to start a political argument on internals mailing lists but if the PHP Foundation stands behind its statement in March of 2022, this PR runs counter to it. I would think it should be reverted. And perhaps replaced with some message of support for Ukraine on php.net, for good measure. I'm happy to contribute the code.
