Our web site (www.teeccino.com) is built in aspx, but we DO populate our web page meta-tags as you suggested.
Not sure how detailed / indepth your web site is (regarding number of pages) and not sure of the power of the include from the text file, but as long as you are comfortable with every page having the exact same meta-tags it works perfectly.
