Windows for your web server.
On a *nix box, you can simply have the folder/file you need to write to
be owned by the user that apache is run as (typically www or apache).
You don't have to set world-write permissions on the folder, which is
never a good plan. You *might* be able to do that on Windows -- it's
worth checking out, but you'd be well advised to bite the bullet and
move to Linux/Apache for production stuff. There's a reason that it's
the de-facto platform, and it's well worth the learning curve.
