Obviously, this is not really a php/mysql question, but a web design/html
question, but I think it certainly bears answering since everyone who
works with php needs to be concerned about html output at one point or
another.

Getting a site to "look right" (usually meaning "look the same") in
different browsers has been a problem practically since WorldWideWeb and
Viola.  The most common cause of sites not looking the same in two
different browsers is authors using non-standard code.  The more you use
W3C recommended code that is known to be implemented by browsers, the less
trouble you will have with cross-browser compatibility.  Obviously, using
modern-day code will cause problems for older browsers.... sorta like
making Word documents with Office 2003 and then distributing them to be
viewed using Word 97.

My recommendation is to take advantage of the membership you already have
in various user groups online, and develop others if you need to.  Develop
standards-compliant code as best you can, and then request screen-shots
and views from peers who use various browsers on various platforms. 
Commit yourself to doing the same for them, and all of you save $20.
