I would look at Joomla! (www.joomla.org) as well. The Mambo Core Dev team left mambo after a rift with the mambo foundation and formed Joomla! I think Mambo development is going to stall/suffer for a bit while they try to rebuild a development team.
That being said Mambo/Joomla! has been very impressive to me so far.
