I've played around with a couple of CMS's (PHPNuke, Drupal, etc) and 
found Mambo to be the easiest to use while still having a powerful set 
of features. I setup a site using Mambo for a library, 
http://www.royersfordlibrary.org . The owners found a different theme 
which I installed for them. Its nice how easy it is to change the look 
of a Mambo site without having to change a bit of content.

I also agree with Conor about checking out the opensourcecms.com site. 
Its a great place to try out many different CMS's.
