You are correct that there should not be any duplicates as each have
thre own FIN Fed Indeifcation Number, on the first run NO on onces to
follow yes as these files are not just updated stuff but all the other
onces also.

Yes out of the three things the first filter would see if there was
any of the orangizations FIN match the new coming data, if so they
would be deleted from the file that is being exported to the Final
Non-Profits Database(FNPDB)

Next filter would be the 40 criteria to met, here area a couple of the
criterias that don't connect to each other hopfuly to sure a better
understanding of this.  Criteria one we'l say is to look for all orgs
that have z01 <-- Making this code up and we will say it means a org
that is for the deaf, criteria two we'l say is "dog guide" exactly as
is which means all places that have the word dog guide in there name.
 critieria three say is sight which as you can figure out would also
be in the name area.  now as you can see the three are all important
to get the org information for them but they in most case would not
over lape in the filting, now for a ex: that would have more then one
of the crieria met would be deaf and or blind. as this could be found
in a state agency as in the Deaf blind unit of rehab

Now the throd filter would see when the last time the record it is on
was last updated and if not the date of the new file being uploaded it
would see if it was changed by someone other then the prossuese if it
was not updated then it would update the information if needed other
wise it goes on to the next one

Now I see this happening two ways one is that each filter would be ran
on one role at a time or run the filter and if a match is made put
where it goes.  I don't know which would be better or get best
filtered results.

AM I as asking for a lot in this.  should I just have it do only some
of this to start and if so what should I have it focus on, this
database I am hoping to have at less filted by the middle of next
month as a new one will be coming out.  I don't know if I will do
every month at the beggining as I will be also CALLing all of the once
that make it in to the FNPDB and updating and adding things that are
not in the database from the IRS

I hope I got all of the questions from this and the other emails.
