Many sites address layout challenges like this through the use of
Cascading Style Sheets.
Rather than changing the HTML markup, you can swap out the style-sheet
based on the user's preferences/platform.
Figuring out how to squeeze everything onto the page will take some
trial-and-error, and you may find that you'll need slightly different
layouts for different browsers/platforms, as not all browsers take the
same approach to handing layout on the printed page.
CSS will definitely give you the most control in terms of margins,
padding, positioning, fonts, and font sizes, which you can specify in
points instead of pixels or em. If you're not familiar with CSS, the
most recent Macromedia Dreamweaver does a really good job of making it
WYSIWYG, and they probably have some really good online tutorials in
their developer/support section. There's definitely a learning curve
with CSS, but it's well worth any pain involved.
