Okay, here's the rub.

Data submitted to display_as_comma...php is going to be in one of these 
arrays, based on the form's "method" parameter:
$_POST, $_GET, or $_REQUEST (contains both POST and/or GET data)

So, given this HTML:

<form action='display_as_comma_separated_fields.php' method='POST'>
<input type='hidden' name='rows' value='$row'>
<input type='button' name='submit' type='submit'>
</form>

You'd need to do something like this:

if ($_POST['rows'])
{
   foreach ($_POST['rows'] AS $value)
   {
    echo $value[0] . ',' . $value[1] . ',' .$value[2] . '<br>';
   }
}
