my 2 cents: no.
there are still more people that have php3 installed than php4.
the documentation should be clarified that it only applies to php3, and
not php4.
(as to whether php3 is maintained, there's no new development going into
it, but i believe we'd do another release if critical bugs, particularly
security-related ones, were found. but it really depends on someone
finding the time and energy.)
