Well, traditionally I have created CVS accounts, but I was away all last
week.  The work has been distributed out across more people now, but that
adds a bit of a "ah, someone else will do it" problem.  We are looking to
solve with with a more automated system so it isn't so much work to add a
new account.  Right now we have to edit 4 different files and run an m4
script to add an account.

I went back and checked, and I didn't actually find a cvs account request
from this Thomas person.  So perhaps something got confused.
