I am heavily on it. BTW I think the howto is not the right document for translation, this is why it's not tied into the en language subdir. Translators should know enough English to understand the howto, and if you would like to add any info the howto, you can still do it anytime in the English version. Also an outdated translated howto can be harmful for the repository, as guys may do bad things following the things described there... It seems that the problem is simple. Greg created a zh subdir in phpdoc, while he should not. Zh commits showed up on phpdoc because they were in the phpdoc repository, while they should be in the phpdoc-zh module.
