Those are defined in dbl1zhcn.dsl and dbl1zhcn.ent. If you feel that there are errors in them, you need to send in your modification request to Norman Walsh, or better to the DSSSL / XSL style sheet mailing list. As I have said earlier, this needs a bit more digging for me, as it needs some conditionals to be put into the rendering sheets. It's even harder with the online manual, where there is a central CSS and as Japaneese translators already pointed out, it has problems with specifying one font for the whole site for all translations too.
