None of those allow you to add any comments right know AFAIK :) The
difference is that if you hit delete, the note is deleted (you won't
see it disappear the first moment after you click, it is only deleted
from the main database and what you see is a cronned dump of it). If
you hit the reject button the submitter receives a letter explaining
common reasons why we remove notes. This is to ease your work, so you
only need to decide and click... It faster then explaining the same
thing every time.
