We discussed creating the "PHP Developers Manual" sometime in the future, and also discussed that it should be English only. So when it is started (maybe in a 'dev' subdir of phpdoc for start?), all the translations of the non userspace stuff will be useless (not built for the online manual). Therefore I recommend adding a note to the API docs XML file that there is not too much point in translating that.
