And IMHO the "offical policy" suggests to use only the dlls provided by php.net, where mcrypt seems to be a special topic. If anyone likes to work on the windows dll topic, it would be helpfull to use /en/refernce/rsusi.txt or open an similar file, where the ongoing work could be noted.
