In the tar/gz bundle, I consulted INSTALL to determine how to proceed. --with-apxs assumes that installation is with Apache 1. but that assumption is not documented. Please mention that --with-apxs should be used with Apache 2. or better yet, make apxs2 be the default. You might also consider using the install instructions at http://dan.drydog.com/apache2.html. They helped me immensly. Having post-install sanity checks such as he provides in steps 11 - 13 where most helpful.
